韓洪云老師常駐地區(qū)：杭州韓洪云，女，生于1965年8月25日，中共黨員，博士，博士后。浙江大學公共管理學院、農業(yè)現代化與農村發(fā)展研究中心（CARD）教授，博導，農村資源與環(huán)境研究所副所長，現代農業(yè)與農業(yè)投資研究所所長。2001年10月—2002年11月，由教育部公派赴澳大利亞國立大學發(fā)展研究中心（National Centre for Development Studies）進行為期一年的訪問學者研究，從事水資源、環(huán)境管理方面的合作研究。2006年1月—2006年7月，在泰國朱拉隆貢大學做合作研究，對泰國的水資源管理制度安排進行研究。2010年9月-2011年6月，以富布賴特訪問學者身份，赴美國賓夕法尼亞州立大學進行富布賴特項目研究，研究美國農業(yè)非點源污染政策設計經驗及其對中國的啟示。
近年來，主要從事資源與環(huán)境管理、可持續(xù)發(fā)展方面的研究工作，尤其在水資源管理、農村能源高效利用、經濟發(fā)展效率評價、農業(yè)綠色發(fā)展等領域取得了突出成績。主持完成國家社科基金重大、重點項目、國際合作項目、國家自然科學基金項目、國家社科基金一般項目等縱向基金項目10余項， 通過以上一系列資源與環(huán)境管理方面的研究工作積累，已經開展了大量實地調查，掌握了大量一手數據資料，積累了豐富的研究經驗，并發(fā)表了在國內外有一定影響的研究成果。近年來，在Energy Policy, Energy Economics, China & World Economy,《經濟研究》《中國農村經濟》等國內外重要刊物上發(fā)表高水平學術論文80多篇。獲得浙江省政府哲學社會科學二等獎2項。出版的相關著作有：《節(jié)水農業(yè)經濟分析》、《非市場產品的價值評估》、《灌區(qū)水價改革及其影響研究》《農業(yè)面源污染治理政策設計與選擇研究》。
通過以上項目研究，積極參與國家政策設計與制定之中；作為浙江大學智庫人員，積極撰寫政策建議，為國家政策的制定獻計獻策；作為現代農業(yè)與農業(yè)投資研究所所長，積極為企業(yè)發(fā)展提供專業(yè)的咨詢與指導工作，希望在中國鄉(xiāng)村振興和農業(yè)現代化發(fā)展進程，貢獻自己的力量。
